Representatives of the Caspian states discuss the project of the Agreement on cooperation in the sphere of transport

The 47th session of the authorized representatives of the Caspian states that brought together heads and specialists of core ministries and departments of Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan took place in the Ministry of Foreign Affairs.

The agenda of the meeting organized by the Ministry of Foreign Affairs, the State Service of Maritime and River Transportation of Turkmenistan and the State Enterprise on the Caspian Sea under the President of Turkmenistan included the preparation of new documents, which are to replenish the legal base of cooperation of the states in the region.

As was reported, during the III and IV Summits of Heads of Caspian States in Baku, Azerbaijan in November, 2010 and in Astrakhan, the Russian Federation in September, 2014, President Gurbanguly Berdimuhamedov put forward a number of specific proposals in this regard. All participants of the top-level meeting supported the Turkmen leader’s initiative on the development of intergovernmental agreements, regulating various activities on the Caspian Sea.

Within the framework of the Ashgabat meeting, experts exchanged their views on the draft of the Agreement on cooperation in the sphere of transport developed by Turkmen specialists.

The meeting participants noted that the Caspian region was one of the most important geo-political, economic, energy, transport and communication centres in Eurasia. Therefore, the establishment of coordinated international cooperation based on the clear legal standards and interests of the Caspian countries becomes more important.

The Caspian issues occupy a priority place in the foreign-policy strategy of neutral Turkmenistan pursued under the leadership of President Gurbanguly Berdimuhamedov. Our country implements the policy based on the principles of peacefulness and good neighbourliness as well as equal mutually beneficial partnership.

Actively developing regional and international cooperation, Turkmenistan significantly contributes to strengthening peace and stability, fruitful cooperation of the Caspian states, enhancing friendship and trust between the people’s united by centuries-old cultural and economic relations.

The maximum use of the Caspian Sea potential as a major communications hub of the continental importance is a strategic direction, which opens up new opportunities for widening trade and economic relations between the Caspian states as well as world markets. This is main goal of the Agreement on cooperation of the Caspian states in the sphere of transport that envisages the establishment of the Caspian regional transport and logistics centre.

President Gurbanguly Berdimuhamedov emphasized repeatedly that under current conditions, partnership in the transport and communication sector had become of particular significance as an integral factor of the global sustainable development. This area is one of the key segments of the global economy, influencing the efficiency and sustainability of world economic relations. Given that, our country together with foreign partners consistently implements large-scale infrastructure projects to create transnational transit and transport corridors along the East-West and North-South routes with access to the major international and regional sea, river, road, rail and air units.

International initiatives put forward by Turkmenistan during the 65th, 66th and 70th sessions of the UN General Assembly, the summit of heads of the CIS states, SCO and other high-level forums are aimed at strengthening and developing mutually beneficial trade and economic relations given new realities and demands. In particular, the development of the UN Special Programme for development of transport infrastructure, which envisages the study of transit and transport potential between the Caspian Sea and the Black Sea, Central Asia and the Middle East, the entire Eurasian continent.

In this regard, in accordance with the Resolution on the Role of Transport and Transit Corridors in Ensuring International Cooperation for Sustainable Development, which was initiated by President Gurbanguly Berdimuhamedov and adopted by the UN General Assembly, Ashgabat will host the First Global Conference on Sustainable Transport on November 26-27, 2016.
