Participants of the Caspian Educational Programme exchange views on the draft of the Convention on the legal status of the Caspian Sea

The Avaza national tourism zone hosts the international training workshop “The Caspian Sea – sustainable development and management”, organized by the Ministry of Foreign Affairs of Turkmenistan and the State Enterprise on the Caspian Sea under the President of Turkmenistan jointly with the International Ocean Institute.

The 10-day training brought together specialists of various ministries and departments of Azerbaijan, Iran, Kazakhstan, Russia and their Turkmen colleagues – specialists of the Ministry of Foreign Affairs, the State Enterprise on the Caspian Sea under the President of Turkmenistan, the State Committee of Turkmenistan on Environment Protection and Land Resources, the State Service of Maritime and River Transportation, the State Committee for Tourism, the National Committee for Hydrometeorology under the Cabinet of Ministers of Turkmenistan, the State Committee for Fishing Industry, the Turkmenneft and Turkmengas State Concerns as well as the State Border service of Turkmenistan.

Turkmen and foreign experts, including the ones from Russia, Germany, Iran, Malta and Honduras, cooperating with the International Ocean Institute, the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO), the UN development Programme, the Global Environment Fund and other large international organisations, deliver lectures at the seminar.

In the framework of the mutual exchange, the representatives of the National Marine Data and Information Service of the People’s Republic of China were invited to participate in the Caspian Educational Programme. Annually, the centre headquartered in Tainjin offers the training course on the management and sustainable development of the seas in the western part of the Pacific Ocean, which is organized by the International Ocean Institute jointly with the State Oceanic Administration of China.

The Ashgabat training participants got acquainted with the UN Convention on the Law of the Sea, the international legal standards related to the use of national littoral and sea zones, development of oil and gas resources of the Caspian Sea, the shipping industry management as well as the protection of marine environment and fish resources of the Caspian Sea.

In this regard, particular attention was paid to the establishment of the legal basis for cooperation of the Caspian states. Thus, the seminar participants exchanged views on the draft of the Convention on the legal status of the Caspian Sea as a basic document to regulate the relations between littoral states and build up the legal foundation for efficient international partnership.

Those taking part in the seminar emphasized the importance of the summits of the Heads of Caspian states held in Ashgabat, Tehran, Baku and Astrakhan, each of which has become an important stage in enhancing the joint efforts aimed at development of good-neighbourly relations between the five Caspian states. The progress achieved in this sphere testifies that the countries in the region are willing to make the Caspian Sea – the sea of friendship and harmony and are ready to widen fruitful cooperation based on the parity and trust.

The seminar participants underlined that the information they received within the framework of the course was of the scientific and practical interest and contributed to the mutually useful exchange of experience and professional development of specialists, working on the interstate treaties on the Caspian Sea.
