Active participation of the representatives of branch ministries and departments, large international organizations and oil and gas companies having considerable experience in oil this sphere indicates growing interest of business circles of the planet to cooperation with Turkmenistan that has huge economic potential.
It was highlighted during the TGC 2017 that energy policy of Turkmenistan, steadily implemented by President Gurbanguly Berdimuhamedov, is aimed at comprehensive development of domestic fuel and energy complex and its dynamic integration to international energy system. Large investment projects implemented in our country in this sphere have not only economic importance but also play large role in consolidation of regional energy security system.
Development of giant deposit Galkynysh, which reserves together with Yashlar and Garakel fields are estimated by independent survey as 27 trillion cubic meters, is among strategic directions of the development of Turkmen fuel and energy complex. At present moment, active industrial development of this deposit is carried out by the State Concern “Turkmengaz” with foreign partners. The complex of facilities for 30 billion cu.m. of trade gas per annum was put into operation. The same complexes for supply of gas via Turkmenistan – Afghanistan – Pakistan – India gas main are currently under construction.
Besides, perspective oil and gas deposits are rapidly developed in Turkmen sector and coast zone of the Caspian Sea, on right bank of the Amudatya River, Central Karakum desert and other regions of the country. Concrete measures are undertaken in diversification of gas export and formation of multi vector gas transport system.
At the same time, considering structural movements in the world’s energy sphere, Turkmenistan actively develops gas processing sector, build new enterprises based on innovative technologies for making of wide range of gas products with high added value. Generally, it promotes the solution of the objectives in modernization and diversification of national economy and complex industrialization of the country.
Diversification of Turkmen gas export to the world markets was highlighted in details in the speeches of Minister of Oil and Natural Resources of Pakistan Mr Jam Kamal Khan and President of Korean Oil and Gas Corporation (KOGAS) Mr SSung-Hon Lee. The requirements in ecologically clean energy resources will also grow under continuing economic growth of Asian countries and rapid increase of the population and extremely high energy intensity of national economics.
Thus, despite that the growth of liquefied gas production volumes is observed in some regions of the world, stable and long-term supply of the fuel from Turkmenistan by the pipelines will remain competitive and be demanded by the consumers accordingly, - the spokesmen mentioned. In this context, the opportunities of increment of throughput capacity of transnational pipeline Turkmenistan – China and connection of other states of Asian Pacific to this “Gas Great Silk Road” were analysed.
Mr Dan Ming Ming, the General Director of «CNPC International Turkmenistan» characterized the experience of joint work of Chinese National Petroleum Corportation with Turkmen partners as 100 percent success. According to the Production Share Agreement, CNPC, where thousands of Turkmen specialists work, carries out exploration, development and production of the deposits on Bagtiyarly contractual territory, which is one of the sources for Turkmenistan – China pipeline.
The State Concern “Turkmengaz” sent more than 110 billion cu.m. of natural gas via this main since its commissioning and CNPC around 60 billions. Total amount of the investments to this project, which involved seismic surveys of the territory, drilling of 115 of test and production wells, construction of necessary production, logistic and social infrastructure, will make seven billion US dollars by the end of this year. Annual output of gas treatment plants, which were built there, reached 13 billion cu.m.
Representatives of Total», «Dragon Оil», «Burckhardt Compression», «Eriell Group», Georgian State Oil and Gas Corporation and other companies dedicated their reports to the prospects of cooperation in development of gas resources of Turkmenistan.
The second day of the Congress included several topical sessions. One of them was dedicated to the construction of Turkmenistan – Afghanistan – Pakistan – India gas main (TAPI). It was mentioned that laying of 214-kilometer Turkmen section of the pipeline is carried out according to the schedule. All works are planned to be accomplished by the end of 2018. The contract between «TAPI Pipeline Company Limited» and «ILF» (Germany) on provision of services for initial project design and project management on the territory of the Islamic Republic of Afghanistan and the Islamic Republic of Pakistan was signed in January of this year. Technical works on the territory of these states were initiated.
During 2017, it is planned to fulfil the complex of survey and seismic works, aerial survey for definition of optimal route of the TAPI, locations of gas compressor stations and other auxiliary facilities of the pipeline and environmental impact assessment. It is planned to initial technical project (FEED) for Afghanistan and Pakistan sections of the pipeline, necessary documentation for international tenders, in particular on procurement of equipment, pipes and other production and to make final decision of the investment of TAPI project.
Mr. Stephan Byurkle Burkle, the Managing Director of «ILF Consulting Engineers» gave detailed information on this account to the participants. Having made special stress on social importance of new energy main, he highlighted that suppot of local population is a key to success of this largest energy stream.
“Afghanistan takes TAPI as priority national project” – Senior Advisor of the President of Afghanistan for Financial and Economic Affairs Mr Ajamal Ahmadi noted in his turn. Having mentioned that the pipeline would allow connecting rich by natural gas Turkmenistan with the states of South-Eastern Asia requiring energy carriers, he highlighted that practical realization of this project would assist to solve economic problems of the region as well as social and humanitarian issues. In particular, establishment of thousands of employments, relative electrical energy, transport communication and social infrastructure will be feasible. It is also important that Afghanistan will receive large commercial benefit for the transit of gas via its territory.
The Head of «Inter State Gas Systems» Mr Mobin Saulat named the construction of TAPI as the most important event in the world energy system. Having confirmed high interest of the Government of Pakistan in fastest commissioning of this project, he expressed the gratitude to President of Turkmenistan Gurbanguly Berdimuhamedov for pragmatic approach to international energy cooperation and constructive initiatives proposed by Turkmen Leader in this strategic important sphere.
