Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers, at which topical issues of state activities were discussed and a number of draft documents were considered.

Having announced the agenda, the head of state gave the floor to Chairperson of the Mejlis of the Milli Gengesh G. Mammedova, who informed on the work ongoing to further update the country’s legal framework, in particular on drafting laws related to circus art, the activities of local governments and notaries. In order to improve legislative instruments, amendments and addenda are introduced to a number of current documents, in particular the Code of Turkmenistan “On Water”, and the Tax Code of Turkmenistan.

Then Deputy Chairman of the Halk Maslakhaty of the Milli Gengesh K. Babayev informed on the planned work under way to bring the legislation in line with the present time realities.

President Serdar Berdimuhamedov stressed the critical importance of updating the national legal framework. The Milli Gengesh shall provide the legislative foundation for the work aimed at further prosperity of the independent Homeland, improving the people’s wellbeing, the head of state stressed.

Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov reported on the preparations being carried out by the institutions of the financial, economic and banking complex for the celebrations scheduled for another significant occasion in the national calendar.

The deputy prime minister reported on the practical steps being taken to provide state support to the younger generation and strengthen the legal framework of the youth policy.

In this regard, a draft Decree on further improvement of the social and living conditions of the newlyweds in the country, drawn up based on the analysis of the situation in this area, as well as taking into account the annual increase in wages, pensions and state benefits, was submitted for consideration by the President of Turkmenistan.

Emphasizing the importance of the presented document in providing social support to young families, President Serdar Berdimuhamedov said that newlyweds will be granted loans up to 20 thousand manats for a period of 3 years with a 1 percent interest per annum. Having signed the Decree, the head of state gave a number of specific instructions to the vice-premier.

Deputy Chairman of the Cabinet of Ministers A. Yazmyradov reported on the preparation ongoing at the institutions of the agricultural sector for the events on the occasion of the 31st anniversary of the sacred independence of Turkmenistan.

As was reported, there is a plan to hold a ceremony of presenting state awards to employees of the Agricultural Ministry and sectoral departments of the agro-industrial complex, holiday horse races at the International Akhalteke Equestrian Complex on the significant occasion.

Having heard the report, President Serdar Berdimuhamedov instructed to ensure a high organizational level of events to celebrate the Independence Day of Turkmenistan, including horse races.

Further at the meeting, the vice-premier presented the draft Decree “On economic incentives for producers of wheat, cotton and sugar beets in Turkmenistan” for consideration by the head of state.

Having signed the presented Decree, President Serdar Berdimuhamedov emphasized the importance of this decision for growing a plentiful harvest of crops and strengthening food abundance.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov, who then spoke, reported on the measures being taken by the institutions of the construction and industrial complex as part of preparations for the Independence Day of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov focused on the need to approach the issue of organization of all planned events in the most serious and responsible way and gave the vice-premier specific instructions on holding the opening ceremonies of new buildings for various purposes at a high level.

Deputy Chairman of the Cabinet of Ministers B. Atdaev then reported on the work under way to prepare for the events on the occasion of the 31st anniversary of Homeland’s independence.

Summing up the report, President Serdar Berdimuhamedov drew attention to the importance of the upcoming events, ordering to take measures to organize retail sales at the proper level during the holidays.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the preparations ongoing for the festive events to celebrate the 31st anniversary of country’s independence, as well as on the programme of events planned for the coming month of the year, and the opening of social and cultural facilities.

Conferences, creative meetings, briefings, media forums, as well as awareness-raising campaigns, song and music events are scheduled for October of the year “People’s Epoch with Arkadag”. Traditionally, on October 6, a flower-laying ceremony will be held at the “Halk hakydasy” Memorial Complex on the occasion of Memorial Day.

The events also include an international exhibition and scientific conference on the Day of Healthcare and Medical Industry Workers, the Ashgabat Forum “Design-2022” and the International Exhibition “Boundless Design”, the International Festival “Handicraft and Decorative and Applied Arts in the Heritage of the Peoples of the World”, and the International Conference “Turkmen Keshde Embroidery Art in the Heritage of Mankind”.

Emphasizing the importance of major international forums to be held in October in progressive development of the Turkmen society, the implementation of social reforms launched for the benefit of the people, President Serdar Berdimuhamedov instructed the deputy prime minister to hold the scheduled events at a high organizational level.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the comprehensive measures being taken to improve the management arrangements of the educational sector, strengthen the legislative framework regulating legal, economic and organizational relations in this area.

In this regard, a proposal was submitted for consideration by the head of state on the development of a draft Model Staff List of full-time teachers and leaders of educational institutions.

Summing up the report, President Serdar Berdimuhamedov specified that one of the priorities of the modern educational policy is the modernization of legal regulation in this area. In this context, great attention must be paid to bringing the necessary documents in line with the best world practice, the head of Turkmen state emphasized, instructing the deputy prime minister to thoroughly work out the submitted proposal jointly with the relevant agencies.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who then spoke, reported on the work ongoing to further develop cooperation between Turkmenistan and the European Union.

In this regard, a number of proposals were submitted for consideration by the President of the country, prepared in order to step up the traditional partnership with the EU and implement the previously reached agreements. In this context, one of the priority objectives is the strengthening of constructive collaboration in the political and diplomatic areas, where a special role is assigned to high-level visits and meetings.

Moreover, the appropriateness of expanding productive cooperation within the Joint Committee “Turkmenistan - European Union”, the pattern “European Union - Central Asia”, the Inter-Parliamentary Dialogue “Turkmenistan - European Union” was highlighted.

Proposals were also presented for consideration by President Serdar Berdimuhamedov on strengthening cooperation between our country and EU in the trade, economic, energy, transport, communications, humanitarian and cultural areas, in the field of ecology, as well as enhancing the legal framework for partnership.

Stressing that the development of a constructive dialogue with the European Union is one of the key objectives of the foreign policy of the neutral Homeland, aimed at a broad international partnership for common prosperity, the head of state highlighted the traditionally friendly and fruitful nature of relations established with the EU member states.

In this regard, the head of state instructed the vice-premier, foreign minister to continue relevant work in this area, taking into account the existing opportunities and prospects for the practical implementation of the diverse potential for mutually beneficial cooperation with European partners.

Covering the next issue of the report, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs emphasized that in the new historical epoch, continuing the lofty undertakings of the Hero Arkadag, President Serdar Berdimuhamedov confidently leads the Homeland along the chosen constructive path, consistently implementing the domestic and foreign state policy based on the principles of peacefulness, creation, humanism and high spiritual and moral values of the nation. A staking example in this respect is the Decree on pardoning convicted persons on the occasion of the 31st anniversary of Homeland’s independence, signed by the head of state during the Dovlet Maslakhaty that has been held today.

Then the deputy prime minister, foreign minister reported on the issues related to granting the citizenship of Turkmenistan and issuing a residence permit in our country.

As was highlighted, based on the current national legislation and generally accepted standards of international law, consistent steps are taken to protect and guarantee the rights, freedoms and interests of all people living in our state. The Government of Turkmenistan, jointly with the UN and other international organizations, is carrying out relevant work, where special attention is paid to ensuring the rights of refugees and stateless persons.

Guided by the principles of humanism and mercy of the ancestors, following the standards of international law, so far 28 thousand 167 stateless persons living in our country have been granted citizenship of Turkmenistan. Residence permits in Turkmenistan have been issued to 4 thousand 438 foreign citizens and stateless persons.

The Ministry of Foreign Affairs and authorized government agencies carried out proper work on granting citizenship of Turkmenistan to 1 thousand 530 persons, representatives of 26 nationalities. To obtain a residence permit in our country, 315 people were registered, including citizens of 9 states and representatives of 23 nationalities.

In this regard, relevant draft Decrees and Orders were submitted for consideration by President Serdar Berdimuhamedov.

Having signed the presented documents, the head of state stressed that Turkmenistan would continue to steadily implement the humane, socially oriented policy that ensures a prosperous and happy life, rights, freedoms and interests of people. Taking an active and proactive stance in developing balanced solutions to topical issues of our time, our country makes a specific contribution to strengthening fruitful international cooperation, including in such an important area as the humanitarian field, the President of Turkmenistan said, giving in this regard the vice-premier, foreign minister a number of relevant assignments.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the preparations ongoing in the supervised institutions for the widely celebrated 31st anniversary of Homelsnd’s independence, in particular the programme of providing vehicles for participants in the scheduled festive events.

Emphasizing the need to pay special attention to the issues of improving the culture of service, the head of Turkmen state ordered to exercise proper control over the fulfillment of the targets set.

The Agency head then reported on the draft Decree on the purchase of 1 thousand Toyota Coaster middle-class buses and 250 Toyota Hiace minibuses, as well as spare parts and consumables for them.

Having heard the report, President Serdar Berdimuhamedov emphasized that at present, work aimed at creating conditions for a prosperous life and decent rest for the people of Turkmenistan, and improving the quality of passenger transportation must be carried out in a consistent manner. Pointing out that upgrading the material and technical resources of motor transport is a key aspect of the state socio-economic policy, the head of Turkmen state signed the Decree and gave the agency director specific instructions on this matter.

The meeting also reviewed other important issues of the state activity and adopted a number of documents aimed at development of sectors.

At the end of the regular meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished everyone sound health, family wellbeing and great success in their work for the further prosperity of the sovereign Homeland.
