In 2023, bachelor’s degree programs in social work were launched for the first time at two higher education institutions in Turkmenistan: Magtymguly Turkmen State University in Ashgabat and Seyitnazar Seydi Turkmen State Pedagogical Institute in Turkmenabat. Today, 125 students are enrolled in this field of study, and the first 35 specialists are expected to graduate in the 2026–2027 academic year.

Since March 2026, lecturers from both universities, representatives of the Ministry of Labor and Social Protection of the Population, and practicing social workers have been reviewing the curriculum with support from UNICEF. Their work draws on the recommendations of the International Federation of Social Workers and the International Association of Schools of Social Work. The main objective is to align education with the country’s workforce needs and international best practices.

From September 29 to October 10, 2026, Dr. Salome Namitcheishvili, an international UNICEF expert, was on a mission in Turkmenistan. During her visit, a joint conference involving the two universities was held, along with a series of lectures for students and lecturers.

The updated curriculum will place particular emphasis on practical training. A new tool for assessing students’ skills—a student practice portfolio—is being introduced, and internship opportunities at social service institutions are being expanded.

In addition, experts have developed new courses that will be taught for the first time to senior-year students over the next two semesters. These include Social Work with Children, Youth and Families; Child Protection; and Work with Communities and Organizations.

Final-year students also received guidance on their graduation theses, practical training, and preparation for final examinations, while first-year students were introduced to the fundamentals of social work.

“The Ministry is grateful for the opportunity to participate in the curriculum review together with lecturers from both universities,” said Shemshat Abdyyeva, Head of the Social Welfare Department at the Ministry of Labor and Social Protection of the Population. “We believe that a high-quality training program will equip graduates in social work with the knowledge, professional values, and practical skills necessary to support children, families, and communities, enabling them to contribute to the development of Turkmenistan’s social services system.”
