The next issue of the quarterly scientific-applied journal «Democracy and Law», published by the Institute of State, Law and Democracy of Turkmenistan in Turkmen, English and Russian languages, was released out of print.
The issue highlights mainstreams of the state policy of our fatherland and major issues of international cooperation in the field of law.
The issue opens with the speech of President Serdar Berdimuhamedov at the meeting of the Khalk Maslakhaty of Turkmenistan, held on September 23, 2026 in Ashgabat city. As was underlined, the current year declared as the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» and marked by the 35th anniversary of sacred independence of the country, became significant in advancement of our country on the path of prosperity.
Consecutive dynamics of the growth of the national economy is maintained on the basis of the "Revival of the New Epoch of the Powerful State: National Program of Social and Economic Development of Turkmenistan in 2022–2052","Programs of social and economic development of the country in 2022-2028” as well as “National program of the President of Turkmenistan for transformation of social conditions of the population of villages, settlements, cities of etraps and etrap centres for the period till 2028” in its new edition. Besides it, modernisation of economy thanks to grandiose undertakings of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag, bears a consecutive character, to what particular attention is attached.
As known, the country implements large-scale programs aimed at strengthening social security of citizens and considerable improvement of their social living conditions. Modern villages, settlements and cities with the favourable social environment for comfortable life, work and recreation of Turkmen nationals are under construction. Effective measures are also adopted for intensification and perfection of entrepreneurial activity. A great significance is given to maintenance of economic stability by means of effective combination of credit, tax and price tools. Reforms on introduction of digital technologies in the bank system, perfection of national payment system proceed. With a view of increase of well-being of citizens, the state provides support and privileges in various spheres.
The speech of the head of the state outlined the main goal for forthcoming years - to bring out social and economic development of the country to a new level. In this connection, all efforts are made for modernisation of the national economy and increases of standards of living of population.
The journal’s issue also contains the speech of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov at the meeting of the Khalk Maslakhaty of Turkmenistan, in which it is also pointed out that years of independence were rich with significant political, economic and cultural events of historical significance and they clearly displayed a dynamic development of our land on the path of progress, steady growth of its international authority, complete support of its home and foreign policy by the world community.
In addition, Hero-Arkadag underlined that our country located in the heart of the Great Silk road, on the crossroad of Asia and Europe, carries out a well-balanced foreign policy and has saved a wide experience in establishment of friendship with world states and authoritative international organisations. The geopolitical and geoeconomic potential of Turkmenistan is aimed at maintenance of peaceful life.
«On the international arena, the United Nations Organization is a high-level strategic partner of our independent, permanently neutral fatherland. The recognition of the status of permanent neutrality of Turkmenistan thrice by the world community and the opening of the United Nations Regional Centre for Preventive Diplomacy for Central Asia in Ashgabat became important political events. Such events as creation of the Turkmenistan-UN Strategic Advisory Council and establishment of International Day of Neutrality evoke a special pride. At the same time, our philosophy «Dialogue - a pledge of peace» based on universal values assumed a great importance on the global political arena. I consider that all this is an expression of the highest estimation, huge trust rendered by the world community in such our values as neutrality, peaceful disposition, friendliness and humanism», - National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov said.
As Hero-Arkadag marked in his speech, the country implements an effective work to preserve the environment, maintains access to systems of high-quality education and public health services. From first years of sovereign development a start has been given to large-scale undertakings on transformation of Turkmenistan into one of the world centres of industry, transport and logistics. The multisectoral economy including such spheres, as electric power industry, oil and gas industry, metallurgy, chemical industry, building, electronic, textile, food and pharmaceutical industry was developed. The structure of agricultural sector was cardinally transformed. The major goal of the present is creation and development of the electronic industry equipped with innovative, advanced high technologies, and training of highly skilled specialists in this area.
The attention of readers will also involve the material «The activity of trade unions of Turkmenistan in realisation of constitutional and international norms of labour». As the author underlines, trade unions in Turkmenistan are independent public organisations created voluntarily by citizens for representation and protection of other social and economic rights of labour and connected with them and interests of members, for labour safety and improvement of its conditions on the basis of generality of their professional interests. The Law of Turkmenistan «On trade unions, their rights and guarantees of their activity» defines the activity of trade unions.
The organizational structure includes the National centre of trade unions of the country (NCTUT), 14 sectoral, 5 regional offices and offices in Arkadag city and city and etrap unions, which represent and protect legitimate rights and interests of workers, labour collectives. The international activity of NCTUT is focused on enrichment of experience of trade-union work taking into account practice of foreign trade unions’ centres, rendering of solidary support to trade unions of other countries in protection of the social and economic rights and interests of workers, increase of authority of Turkmen trade unions and their role in world trade-union movement.
The journal’s pages also contains the article «Significance of family legislation in protection of family values», in which the essence of the family law, which plays a key role in recognition, legal support and protection of family values, implementation of traditional moral-ethical principles of society (fidelity, mutual aid, responsibility) in the plane of legal rights, obligations and guarantees. The issues of paternity, motherhood and childhood are also in the centre of attention of legislation activity. Legal protection of young families in our country is regulated according to the Constitution of Turkmenistan, the Family Code, the Code of Turkmenistan on social protection of population, Laws «On the state youth policy», «On court» and other regulatory legal acts.
The edition also keeps articles presented for the competition «Creative activity and human rights». The Institute of State, Law and Democracy of Turkmenistan through the journal «Democracy and Law» annually declares the competition with a view to bring to the attention of the public the significance of realised constitutional reforms and the status of permanent neutrality of our country, and supremacy of freedom and civil rights reflected in laws in force.
In the material «International and national aspects of development of informed society» the head of the section of the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, professor tells of the international information interaction and new views on development of modern approaches to formation of models of informed society. At the global level, the structure of informed society is regulated by international organisations (United Nations, EU, and UNESCO). Geographical borders are stimulated, data exchange is maintained and transnational technologies are developed. There grows necessity of international rights for the sphere of protection of the data, combat for cyber criminality, regulations of artificial intelligence and transboundary streams of information. At the level of separate state, development of informed society depends on internal policy, legislation and digital activity.
The following competition article - «The neutrality of Turkmenistan and international law». There, an emphasis is made on the fact that good neighbourhood, peaceful disposition and humanism - key principles of the foreign policy of our state based on the status of permanent neutrality, three times recognised by Resolutions of the General Assembly of the United Nations Organization. The essence of legal influence of Turkmenistan consists not only in non-participations in wars, but also in active peace-making diplomacy, non-interference into affairs of other countries, respect of their sovereignty, assistance to maintenance of peace and stability in regional and global dimensions, maintenance of general well-being. Under the leadership of President Serdar Berdimuhamedov, the country develops constructive cooperation based on equal rights with foreign partners in various formats, expanding a spectrum of mutually beneficial relations taking into account modern realities and prospects.
The material «Legal regulation of specially protected natural territories» will also evoke an interest in readers. As the author states, specially protected natural territories - sites of surrounding environment, including land plots, woods, water, natural riches, air space, and also natural complexes and separate objects, which have special nature protection, scientific, cultural-informative, recreational and health improving, aesthetic value, are taken under special protection of the state for the purpose of preservation and restoration of ecological equilibrium, riches and a variety of natural resources and useful properties of environment. Laws of Turkmenistan «On specially protected natural territories, wildlife management», «On the land», «On protection of objects of national historical and cultural heritage and others regulate relations in the field of organisation, management, protection and use of such territories.
The traditional column “Chronicle” concludes the regular issue of the journal «Democracy and Law» and it highlights events, including meetings, conferences, and forums, the seminars that were held in and outside the country in the July-September period of the current year with participation of representatives of authoritative organisations.
