Prospects of the national parks

A round-table meeting devoted to the prospects of creation in Turkmenistan of the national parks was held in Ashgabat. The forum organized in the conference-hall of the “Ak Altyn” hotel within the framework of the project of the Ministry of nature protection of the country and UNDP “Efficiency of management of particularly protected natural areas of Turkmenistan” has gathered the representatives of nature conservation departments, state nature reserves of the country, the National Institute of Desert, Flora and Fauna. The economists of the “Turkmensuwylmytaslama” Research Institute, services for land resources of the Ministry of agriculture and others attended as national experts.

The purpose of the round-table meeting is to familiarize with the best world experience of management of particularly protected natural areas, including national parks and consider the possibilities of its use in the country taking into account realties of legislation of Turkmenistan and in the light of adoption of new Law “On particularly protected natural areas”.

The orderly system of the nature reserves efficiently function in Turkmenistan. They excellently fulfill their duties on preservation of reference parts of the nature, excepting any visit of them, interference in life of ecological communities. These limitations, which are inevitable in the case of the nature reserves, are considerably softened in the national parks that can be proclaimed no less wonderful and remarkable places of Turkmenistan. Dialogue of international and national experts will provide an idea what kind these new, quite more flexible in management nature conservation areas will be. As the national technical adviser of the project Shirin Karriyeva noted, openness for tourism is one of the main advantages of the national parks.

As is known, the state’s terms of reference cover the financing of work of particularly protected area. However, for functioning of the national parks, which are the most visitable by tourists, the economists also mark other possibilities of obtaining of financial resources. For example, within the framework of the round-table meeting, it was announced original ideas on organization of ethnic or rural, ethnographic and ecological tourism.

It is not first similar meeting, which considers the business planning and mechanisms of financing of future national parks, which task will include the preservation of biodiversity, formation of infrastructure of ecotourism. National parks in world practice traditionally have business plans of development, marketing or market strategies. As the participants of the round-table meeting noted, this experience will be also in demand for future particularly protected areas of such type in Turkmenistan. At that, it was underlined the compulsory participation of the local population on service of bases of ecotourism and those, who desire to take part in preservation of the natural sights of the country as partners. As it was emphasized, this factor will have favorable influence on financial stability of villagers and give impetus to the popularization of tourist and natural potential of Turkmenistan.

In future, this dialogue will be continued in various financial institutes of the country, moreover, develop into one-day seminars on-sites. Using the best world experience in the field of preservation of environment, Turkmenistan strives not only to preserve unique parts of the nature, but also to make them attractive for tourism. National natural parks all over the world, which successfully combine the demonstration of natural beauties with their protection, really serve this purpose.
