Early childhood development issues in the focus of attention

The Interagency Commission for monitoring the implementation of the National Programme for Early Childhood Development (ECD) and School Readiness for 2011-2015 conducted a meeting in the conference hall of the President Hotel. The seminar brought together health and education professionals, financial specialists, UNICEF experts and journalists. The forum was organized by the Ministry of Education and the Ministry of health and Medical Industry in collaboration with the UN Children’s Fund (UNICEF) Office in Turkmenistan.

Deepa Grover, UNICEF Regional Advisor in Early Childhood Development, who had arrived in Turkmenistan to participate in the Commission meeting, presented the results of research in early childhood development conducted in different countries of the world and its impact on economic development of countries. The UNICEF expert was a member of the working group formed under the joint project of this international organisation and the Government of Turkmenistan to draft the National Action Plan for Early Childhood Development.

In his opening remarks Representative at UNICEF Samphe Lhalungpa said Turkmenistan was one of the few countries whose economy was characterised by high growth rate that in its turn promoted integrated child development. The Turkmen state demonstrates a very responsible and serious approach to tackling the issues related to creating the favourable conditions for life, study and labour of children and youth. The key aspects of the policy of progressive reforms initiated by President Gurbanguly Berdimuhamedov that has gained the support of the international community include modernisation of the education and health care sectors where priority attention is paid to maternity and child health.

On the first day of the seminar the Commission members harmonized the package of proposals and recommendations pursuant to the international commitments of Turkmenistan and regulating the state policy on early childhood development. The issues related to implementation of the national action plans aimed at promoting ECD national programme and other basic international documents in this sphere were considered.

The forum participants identified the major topics for discussion. These included the scope of ECD services for children from 0-3 years and 3-6 years, the potential to provide effective and inclusive ECD services – the administrative potential and the individual technical personnel potential, the role and potential of communities and local organisations to provide early childhood development support services, etc.

As is known a major aspect of the activity of the Interagency Commission for monitoring the implementation of the National Programme for Early Childhood Development (ECD) and School Readiness for 2011-2015 was conducting the monitoring of the current national legislation in the framework of the legal reform launched on the initiative of the Turkmen leader Gurbanguly Berdimuhamedov. The further steps to fulfil the tasks set by the President to the Commission which would promote and widely propagate the state policy that prioritizes the protection of the human rights and interests were identified during the meeting.

Exchanging views, the Commission members called for enhancing further cooperation with the international organisations to study the best international practice in this sphere.
