The conference on the Parliamentary Development: International Expertise and National Practice organized by the Mejlis of Turkmenistan and the UN Development Programme under the joint Parliamentary Development Support Programme was conducted in the conference hall of the President Hotel in Ashgabat.
The forum brought together deputies of the Mejlis, members of the parliamentary committees, representatives of the Galkynys National Movement , ministries and departments, higher educational institutions, including the Civil Service Academy and the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan and the international organisations, including UNCIEF and UNFPA, and journalists. The international consultants in antiparliamentary cooperation Anita Dudina (Latvia) and Francois Duluc (France) had arrived in Ashgabat to participate in the conference.
The ambitious social and economic reforms and the open door policy pursued by President Gurbanguly Berdimuhamedov to promote wide international cooperation has defined the priorities of the national reforms in the legal sector in line with universally recognized norms and standards of international law.
The aim of the conference conducted in the framework of Turkmenistan-UNDP partnership was to discuss the major issues related to strengthening parliamentarism given national priorities and international practices in this sphere. The rapid process of the political, social and economic reforms requires prompt decision-making and adequate response to all changes taking place in the country and society. In this context the major tasks are to strengthen and enhance the capacity of deputies of the parliament, improve quality of legislation, intensify cooperation between deputies of the parliament and executive authorities to address social and economic issues on local level.
During the two conference sessions the participants considered the existing experience, critical aspects of the further parliamentary activity in Turkmenistan, got acquitted with the overview of international practice in this spheres by examples of the legislative systems in the Republic of Latvia and the French Republic and the results of the joint work of Turkmen and foreign specialists under the UNDP/Mejlis Parliamentary Development Support Programme.
It was noted that the effective system of state power and government taking account of the state building practices of developed countries of the world, the national traditions and mentality of the Turkmen people had been created in Turkmenistan. Laws and legislative acts are drafted under the comprehensive programme for modernization of the national legislation in line with the basic provisions of the Constitution of Turkmenistan, the conventions ratified by our country and universally recognized norms of international law. The activity of the Mejlis of Turkmenistan facilitates sustainable and dynamic economic and social development of our country and enhancement of its prestige in the world arena.
Considerable significance is attached to further promotion of interstate and inter-parliamentary contacts, close collaboration with foreign counterparts in training parliamentarians and enhancing individual capacities of members of the Parliament and government officials, an exchange of teachers to conduct training seminars at higher educational institutions of the country and organisation of study visits. An example of fruitful cooperation in this sphere is the recent study visit of Turkmen parliamentarians to France.
The agenda items of particular importance were the role and objectives of the national Parliament to strengthen the legal foundations of the state and promote the democratic processes in the country, improve the information and propagation campaigns and enhance close contacts with general public and mass media.
The forum with involving the UNDP experts and international consultants became a new critical step to strengthen inter-parliamentary cooperation in priority areas of further development of the jural democratic state.
