International scientific conference “Thousand-year sources of the construction culture of Turkmenistan”, which will be held in next week in Ashgabat, excited great interest of the scientists, town planners, architects, art historians from all over the world. Most of them sent applications to the organizing committee of the forum and got invitations for it. Their Turkmen colleagues also displayed high activity. In one of the sections of this conference, the matter will be about vital issues of development of modern architecture. The floor is given to representative of the Union of Architects Ataberdi Kurbanliyev:
- After additional involvement into city boundaries of several neighboring settlements of Rukhabat etrap and Abadan city – over 37 thousand hectares of land, the area of Ashgabat nearly doubled and came to 70 thousand hectares. At that, the indices for calculation of prospective population size of the capital have changed sharply. While preservation of the current growth paces, nearly million of citizens will reside in Ashgabat. Taking into account these parameters, it is determined new concept of the city, which marks the beginning of huge work at general plan and projects of detailed planning of separate regions.
Recently, Ashgabat city municipality announced a tender for creation of new general plan of the city. Today, the task to reconsider many outdated notions how modern capital megalopolis had to develop sets before us. We proceed from the fact that architecture is the systemic approach to the reformation of space, environment created by human being in all scales from interior up to natural landscape.
Creation of the general plan is always preceded with approval of the norms of town planning projection and adoption of the concept of prospective development of megalopolis. At the first, it should be worked out master-plan, then general plan, and further rules of land tenure and site development, territorial schemes, projects of designing, general plan of plot of land and finally – parameters of separate facilities. In our work, there are two fundamental directions – town planning legislation and projects of designing, which are practical side of the laws. We start to work on these topics.
