Jointly realized project of UNDP and government of Turkmenistan “Improvement of power-efficiency in the housing sector of Turkmenistan” is urged to create essential institutional conditions for development and strengthening of factors for increase of power-efficiency of housing. Long-term purpose of the project will be decrease of hothouse gas release owing to the improvement of energy consumption management and decrease of energy consumption in the housing sector of Turkmenistan.
This project is realized with financial support of Global Ecological Fund since 2012. Jointly with the national partners – “Turkmengas” SC, Ministries of Construction, Public service, Ashgabat city municipality, the activity is conducted in such trends as improvement of construction norms of Turkmenistan; study and determination of the potential of power efficiency in the housing sector; demonstration projects of power efficient dwelling houses; information and educational events.
It is worked out the methodology for conduct of energy audit in the dwelling houses. In accordance with this, it is realized the investigation, which allows developing a complex plan on increase of power-efficiency of dwelling houses. At present, the construction of two experimental dwelling houses was started in Ashgabat. In these houses, it is tested the newest approaches, technologies and equipment in the field of power efficient construction that should provide up to 25 percents of power inputs for exploitation of such buildings.
For realization of demonstration projects of power efficient reconstruction of dwelling houses as experimental, it was chosen three large-panel standard dwelling houses. It has been installed the inspection tool of gas, heat and power consumption. It is realized constant monitoring of power consumption. According to the estimation, accessible potential of energy-saving in such houses will come to 44-50 percents.
Within the framework of the project, the specialists from the ministries and departments had the training course in Denmark and Germany, where they familiarized with the best practice of power efficient house building.
