From April 1, 2014 the decree of the president of Turkmenistan signed recently on establishment of basic amount for determination of scale of payment for free medical insurance cover was put into force. The new change only concerns the unemployed and citizens who have not permanent income. For them the basic amount for determination of scale of payment for free medical insurance cover has been designated. It has made up 750 manats. From this sum 2 % insurance fee will be exacted from this category of citizens.
The account of amount for determination of the scale of payment for free medical insurance cover for employed citizens , students, pensioners, and those receiving benefits within the framework of state financial assistance program remains as before.
We should remind that free medical insurance cover was introduced in our country in 1996 and was an important measure for social security of population. Those who have concluded agreements monthly will pay 2 % of their salaries, pensions, scholarships, and benefits to the account of free medical insurance policy. These means are directed to further development high technology national health care sector, purchase of modern medicines and vaccines, as well as ensuring of a wide range of privileges for holders of medical insurance cover.
First of all, those who hold medical insurance cover, including children under 16 and those under the patronage of their parents, in addition to the free state guaranteed medical service, are provided with 90% discount upon purchase of medicines at state –owned pharmacies by prescriptions, planned hospitalization with a week (excluding emergency cases) and reserve the right to choose a family doctor in the related health homes. Besides it, holders of medical insurance cover enjoy 50% discount upon payment of all warden medical services in the state –owned medical establishments. And once a year they reserve the right to make use of sanatoriums and other health and recreation centers of the Ministry of Health and Medical Industry of Turkmenistan and to purchase of vouches for them at 50 % discount.
The medical insurance cover of the citizen of Turkmenistan is valid in all parts of the country.
