The festivities were held in Talhatanbaba village in Yoloten Etrap (Mary Velayat) to mark the opening of the new cultural centre. The new building of the temple of culture is an architectural adornment of the village. Favourable conditions for leisure activities of local people, realization of their creative abilities and development of their talents are created at the cultural centre. The building houses the reading room, the rooms for singing, music and choreography lessons, the computer room, the arts studio, the makeup rooms, the dressing rooms and other rooms for various hobby groups, workshops and premises. The spacious auditorium has specialized audio equipment and spotlights that will create light effects for concerts and performances. There are a snack bar, cloakroom and recreation areas in the building.

There are alleys and footpaths in the adjacent territory planted trees and flowers. There are also volleyball and basketball courts in the adjacent territory.
