Within the years of realization of “Health” program, significant successes have been attained in the development of healthcare system and particularly, on such trend as prevention of infectious diseases and maintenance of sanitary-and-epidemiologic welfare of the country’s population. Realization of the state policy and national programs in this field was entrusted to the State sanitary-hygienic service of Ministry of Health and Medical Industry of Turkmenistan, having the system of central and territorial dependent institutions.
Specialists of the service realize the state sanitary-hygienic supervision, work out normative acts of sanitary legislation, state programs on prevention and fight against infectious diseases, coordinate the activity of departmental services in realization of wide-scale health-improving events, promotion of healthy life-style and organize the holding of sanitary-educational work among population.
It was consolidated the legislative basis and passed a series of laws and normative acts. Among them are a new version of Sanitary Code of Turkmenistan, Laws of Turkmenistan “On protection of health of citizens”, “On quality and security of foodstuffs”, “On radiation safety”. “On drinking water”, “On prevention of disease brought on by human immunodeficiency virus (HIV – infection)”, “On prevention and liquidation of extraordinary situations”, “On guarantees of child’s rights”, “On narcotic, psychotropic substances, and measures of fight on their illegal trafficking”, Resolutions of the President of Turkmenistan “On prohibition of smoking”, “On iodination of salt and enrichment of flour with iron”, “On production of flour enriched with folic acid and iron” and others.
According to relevant Resolutions of the President of Turkmenistan, it was adopted the Program “On supply of population with pure drinking water” and “National program of healthy nourishment of population of Turkmenistan within 2013-2017” and “National strategy of fulfillment in 2014-2020 of tasks outlined in Ashgabat declaration on prevention and fight against noninfectious diseases in Turkmenistan urged to play an important role in provision of public health and prevention of diseases.
There are perfected guidelines and methodic documents on prophylactics and epidemiological supervision over infectious diseases and governmental supervision over the objects of foodstuff production, food trade, catering, children’s pre-school establishments and schools, concerning the issues of quality provision and safety of production raw material and foodstuff and laboratory control over them. There are developed and approved norms of radiation safety and hygienic norms in toxicology sphere.
In November 2004, on behalf of UNICEF, World health organization and International council of control over iodine deficiency diseases, Turkmenistan was awarded an International Certificate of achievement of universal iodation of salt for stable liquidation of iodine deficiency disfunctions.
In 2011, Turkmenistan was honored with award for leadership in the field of flour fortification, which was provided at the Eurasian conference and exhibition of the International Association of workers of mill sector held in Florence.
Within the framework of expansion of international cooperation with a view of improvement of legislation in the field of foodstuffs and provision of due control over their quality and safety, Turkmenistan became the member of Commission Alimentary Code FAO/WHO in 2012.
With a view of maintenance of epidemic welfare in Turkmenistan on infections managed by means of specific prophylaxis and in accordance with State “Health” Program, it was approved the National Program “Immunoprophylaxis within 2003-2020”.
Within the last years, our country gained the elimination of medina worm, poliomyelitis, malaria that was approved by relevant international certificates. Significant decrease of infectious diseases managed by devices of specific prophylactics was reached. Beginning from 2008 measles and rubella has not been registered in the country.
Beginning from 2007 Turkmenistan became a full-fledged member of the European immunization week (EIW). New initiative of WHO has its own aim of increasing the level of vaccination coverage with the help of increasing the awareness of vast social layers and its separate groups about great importance of immunization.
From 1998 the planned immunization of children is carried out by high quality vaccination, purchased within the frameworks of Agreement on vaccination independence of the country. The continuation of this cooperation has become the signing in 2002 of the Memorandum “On understanding, on rendering of purchase services” between the Turkmenistan government and UNICEF (UN Children’s fund). Purchase of vaccines and injection equipment in a set with self-destruction syringes and safe containers corresponding to international standards and WHO requalification passed, is carried out centrally at the expense of the State budget of the country.
For the purpose of vaccines storage there are equipped storehouses in strict compliance methodic recommendations of WHO and UNICEF. National vaccination storehouses are provided with multi-channel sensor electronic device for permanent online monitoring of temperature and electronic generators for provision of uninterrupted power supply.
The material-technical base of the service is being perfected. The administrative building of Ashgabat city sanitary-epidemiological service was built, the rooms of which are equipped with the most modern communication means and organizational technology. The laboratory subdivisions are located quite rationally and provided with modern laboratory equipment meeting the highest demands of international standards.
These festive days, within the framework of realization of State “Health” program, the construction of a series of buildings for the public health protection will be started, including two central buildings of the State sanitary-epidemiological service. One of them – the building of Experimental-production and food center that will include three blocks, where the administrative premises, super modern laboratories, storehouse for storage of immune-prophylactic drugs, scientific library will be located. This center will allow the conduction of scientific researches and developments in the sphere of public health of the population, environmental researches, carry out expanded analytical work on quality and safety of foodstuffs, concerning the issues of rationalization of catering of various population groups.
Second building is the Center for prevention of the most dangerous infectious diseases. It will contain administrative building, modern laboratories, vivarium for keeping laboratory animals as well as car park for mobile laboratory. Main purpose of activity of this center is the protection of territory of Turkmenistan from delivery and spread of the most dangerous quarantine infections, which will be conducted by reliable modes and modern methods.
Commissioning of new buildings of these centers allows raising the activity on provision of sanitary-and-epidemiologic welfare of the country’s population to the high level of international standards.
