Equal rights – decent conditions

The educational complexes with rehabilitation centres were opened in Balkan, Dashoguz, Lebap and Mary Velayat and Abadan Etrap of Ashgabat.

The large-scale social project that provides for the construction of the educational complexes with rehabilitation centres for 420 children with disabilities each in all the regions of the country is an initiative of President of Turkmenistan Gurbanguly Berdimuhamedov. It should be noted that the similar social facility was opened in the southeast of Ashgabat on September 1 this year.

The new complexes in Balkanabad, Dashoguz, Turkmenabat, Vekilbazar Etrap in Mary Velayat and Abadan Etrap of Ashgabat have the necessary facilities to provide medical care and education of children whose health condition prevents them from attending school.

There are several buildings on the territory of the children’s town where children will attend classes, receive medical care and sleep. The building complex also includes the administrative building, the building with doctor’s rooms, health improvement centre, workshops, gym, swimming pools, dining room, etc. The specialized units are equipped to meet the behavioural and psychophysiological characteristics of children with disabilities, for example deaf and hearing impaired, blind and visually impaired children. Living rooms and classrooms are designed and equipped specially for them.

A key objective of such specialized institutions is to create favourable conditions for self-expression of every child and the formation of his or her artistic personality. Top priority is given to rehabilitation and social adaptation of children with disabilities. The rehabilitation centres are equipped with state-of-the-art equipment from Germany, Russia, Turkey and other countries, including X-ray, electrocardiological and surgery equipment, dental, ophthalmic and ENT instruments and ultrasound and ECG machines. Each rehabilitation centre has the massage room and room for medical procedures.

Children can do physical exercise and practice various sports at schools and kindergartens at the educational complexes – in the gyms with special sports equipment, outdoor playgrounds and swimming pools. Power wheelchairs are distributed among children with musculoskeletal disorders, and motor vehicles will help children independently move up and down the floors. There are special lifts and ramps for children with physical disabilities in the buildings.

Children in the senior age groups can acquire knowledge and skills in various professions, depending on their interests and aptitudes. Together with workshops, there are the art, music and dance studios at the educational centres. Thus, everything at the educational centres is done for children’s convenience to give them help and comfort so that they will feel taken care of. Thanks to the efforts of teachers and health workers, children will be able to quickly adapt to the world around them.

The rights of children with disabilities to a good education are secured in the laws of Turkmenistan. This is vividly evidenced by the newly built educational complexes with rehabilitation centres that illustrate targeted social support of the Turkmen state aimed at building a society of equal opportunities on the basis of the centuries-old spiritual values of the Turkmen people.
