On November 13, according to the Electoral Code of Turkmenistan, early voting on elections of members of vilayet, etrap and city People’s Council started in all election districts.
In accordance with aforementioned Code, this procedure was particularly envisaged for citizens, who leave for a long missions or vocation, as well as for those, who are not able to come to their election district for some reason or other on the day of elections – on November 23 and vote for the worthier candidate.
Monitoring of elections is realized by national observers assigned by the political parties, social associations and candidates. Within the framework of authorities, all of them have an opportunity to visit election districts both before elections and artlessly on the day of voting.
