Important step on the path of improvement of quality of medical aid and social protection of population is the voluntary medical insurance, which was introduced on January 1, 1996. At present, 94 percent of population of Ashgabat made an agreements on voluntary medical insurance. As compared with 1996, the number of citizens covered with insurance has increased by 45 percent. If to take into account those, who are supported by parents, then it is worth mentioning that 72.8 percent of total number of population of the capital enjoy preferential services of medical insurance. Moreover, within 20 years of realization of the state program, it was expanded the quantity of preferential services as well. The insured citizens and persons, who are supported by them, purchase the medicinal drugs at a discount of 90% of their price, as well as enjoy the privileges while in-patient treatment and dental prosthetics. Today, the list of preferential services includes a 50-percent discount on paid medical services at the state medical institutions and getting once a year of sanatorium voucher for a half of cost, as well as a series of other privileges.

In 1996, it was also introduced the institute of family doctors. Nearly all health clinics of Ashgabat passed on servicing the population by family principle. If in 1996, 421 family districts were functioning all over Ashgabat, then in 2014, their number came to 731. Whole personnel of family medicine service of the capital regularly upgrade the skills at the Turkmen State Medical University and specialized medical schools.

One of major tasks of family doctors and nurses is the prophylactic and sanitary work among population. So, within the framework of the National Programs “Breast feeding” and “Improvement of immunoprophylactic activity in Turkmenistan”, the medical personnel hold the training of parents on care of newborns, correct breast feeding, protection of children from infectious diseases, explain the necessity of opportune vaccination owing to which the morbidity level of children under a year has decreased considerably.


Since 1998, the rooms of reproductive health were opened in all health clinics of the capital, and new more perfected procedure of follow-up of pregnant mothers is functioning since 2012. At that, the introduction of modern medical practices has contributed to the improvement of quality of medical aid, being rendered to pregnant mothers.

In 2014, the training of family doctors and nurses on program of child forwardness and integrated management of diseases of children was organized in health clinic # 3 of Ashgabat with participation of the Scientific-clinic center of mother and child health protection and UNICEF.

It is worth mentioning that complex work on strengthening of health of mother and child is also held at Ashgabat Center of Mother and Child Health Protection. As this result, in 2006, this clinic got the international status “Hospital of benevolent attitude to the child”. Moreover, since 2007, the works are realized here in accordance with the National Program “Safe maternity”. It was introduced the affiliate delivery, rooming-in, as well as practiced early discharge of women recently confined with a child from maternity hospital. It was also increased the quantity of delivery wards, created the condition for every woman recently confined for staying in the individual ward. The center is fitted with new medical equipment. It has introduced the rules of labor management, medical control of newborns, and treatment of patients recommended by the World Health Organization. The result of this work became the growth of birth rate in Ashgabat by 40 percent.

A large scope of work is also realized on prophylaxis of infectious diseases of children. The calendar of prophylactic inoculation included new kinds of vaccinations: since 2002 –from viral hepatitis type B, since 2007 - combined vaccine from measles, rubella and epidemic parotiditis, since 2010 – from diseases brought on hemophilic bacillus type B, pneumonia and meningitis. Today, all health centers are fitted with new refrigerating installations, which provide the temperature conditions essential for keeping vaccines. Inoculation to children is done free of charge by specially trained nurses.


As a result of annual campaigns on prevention of poliomyelitis among children under 5 years old, which covers 98 percent, Turkmenistan got a status of the country free of wild poliomyelitis virus. Prophylactic measures in this direction are going on. With a view of prevention of viral hepatitis type B among teenagers of the capital, in 2014, it was held the vaccinations, which covered 96 percent of children of this age. Within the last 10 years, it was not registered any case of this disease.

If in 2004, the inoculations against diphtheria covered 89 percent of children, then in 2014, this index has raised up to 98 percent. Since 2007 until present day, any case of disease has not been also registered all over Ashgabat.

In 2007, it was conducted a mass inoculative campaign against measles, rubella and epidemic parotiditis among children, teenagers and women of fertile age. Owing to it, today, we can state that high cover of children with immunization brought to the absence of registration of the infections managed by vaccines.

Since 2000, the specialized rooms DOTS started to function in all health clinics of the capital. Their specialists take diagnostic antituberculous measures that influenced on significant decrease of disease.

Within the years of realization of the State “Health” Program, all hospitals of Ashgabat have been reconstructed, fitted with modern medical equipment, as well as new technologies of treatment and diagnostics have been introduced into their work. So, the orthopaedics department of children’s hospital successfully conduct the treatment of congenital diseases of foot and affection of large joints with new methods. The surgery department of Ashgabat city hospital started to use endoplastic method of treatment of ruptures and ultrasonic treatment after removal of liver echinococcus. As a result of wide use of mud cure and hydrotherapy in the hospitals of the city, it has been improved the indices of sanitation of patients.

Within the last 10 years, owing to treatment and prophylactic measures conducted by the medical institutions of the capital, the total level of morbidity has decreased by 18.3 percent, including infectious diseases – by 23 percent.

Today, due to the net of fiber-optic link, the medical institutions of the capital are connected with the central server at the Ministry of Health and Medical Industry of Turkmenistan. All residents of Ashgabat got electronic medical cards, which include the data of patient that allows sending them for examination, consultation to the medical specialists as well as in-patient treatment. Studying the international experience, the capital’s healthcare management continues to improve the work on electronic documents circulation.
