Presentation of “National action plan on provision of gender equality in Turkmenistan within 2015-2020” was held in the conference hall of the capital’s “Yildyz” hotel. The representatives of core ministries and sectoral departments as well as international organizations accredited to our country took part in it.
As the contributors noted, the progressive policy of President Gurbanguly Berdimuhamedov, being realized in the prosperous epoch of the powerful state, is aimed at strengthening of its economic potential, complex reformation of the national legislative basis for protection of rights and freedoms of human being and high living level of the residents of Turkmenistan.
In accordance with the Constitution of Turkmenistan and generally accepted norms of international law, one of key priorities of the state policy is the principle of creation of equal rights and freedoms for men and women. Our country successively and steadily pursues the policy of non-admission of any limitation on the basis of sex. In this connection, it was particularly noted the significance, which is attached today to the study of the best world experience in the legal sphere and bringing the national legislation to conformity with modern requirements.
Being full member of the UNO and having joined to major international conventions, including the Convention on liquidation of all forms of discrimination in relation to women and World Convention on state of women, the Turkmen state undertakes concrete steps on realization of provisions of these important documents. Accurately following its obligations in accordance with ratified documents of the authoritative world organizations, Turkmenistan successively implements into national legislation the practice of universally recognized legal norms.
Participants of the presentation emphasized the significance of the Law of Turkmenistan “On state guarantees of equality of women”, which reflects the provisions of UN Convention on liquidation of all forms of discrimination in relation to women. In accordance with this legislative act, the inalienable elements of the state policy in the interests of women are development of the state special-purpose programs taking into account gender approach. At present, a workgroup was created in the Parliament of Turkmenistan for preparation of new version of aforementioned Law taking into account the present attainments in socio-political, socio-economic and cultural development of the country.
As it was underlined, strengthening of constructive cooperation with international organizations, particularly UNO and its structural subdivisions is among major trends of foreign policy of Turkmen state, being pursued under leadership of President Gurbanguly Berdimuhamedov. In this context, it was underlined that fruitful cooperation of many years of Turkmenistan with UN Population Fund is aimed at realization of concrete tasks in different spheres, including in the field of gender equality.
So, within the framework of productive interaction with UNFPA, it was successfully realized a series of joint projects. At the modern stage, it is carried out a work at regular long-term program. With consultative support of this structural subdivision of the UNO, it was worked out “National action plan on provision of gender equality in Turkmenistan within 2015-2020” approved with Resolution of the President of Turkmenistan at the meeting of the Cabinet of Ministers in January of the current year.
This document was passed with a view of creation of essential conditions for expansion of women’s participation equally with men in the activity realized in socio-political, socio-economic and cultural-humanitarian spheres of our country. As it was underlined, the passing of National action plan on gender equality prepared taking into account major trends of the state policy has demonstrated once again the adherence of Turkmenistan to the undertaken obligations as well as practical realization of women’s rights and increase of their possibilities to use their rights.
Presenting “National action plan on provision of gender equality in Turkmenistan within 2015-2020”, the participants of presentation underlined that it outlines key aspects of the state policy in relation to gender equality. This document consists of 14 basic tasks and envisages the holding of over 60 events. Increase of awareness on gender issues, further improvement of legislation of Turkmenistan in this field and others are among important provisions of the Plan.
Participants of the presentation underlined that successful realization of aforementioned document undoubtedly will contribute to further implementation of gender policy in Turkmenistan, development of international cooperation in this sphere.
