Based on the principles of friendship, fraternity and good neighborly relations between Turkmenistan and the Islamic Republic of Afghanistan, with the aim to offer humanitarian assistance to earthquake victims in Badakhshan, Tahar, Nangarhar, Kunar and Kabul provinces in Afghanistan. Humanitarian aid will be provided in accordance with the Resolution of the President of Turkmenistan. According to the document, the Ministry of Industry of Turkmenistan and Turkmengallaonumleri State Association will send free of charge goods and products to Islamic Republic of Afghanistan.

According to the document, the Ministry of Motor Transport of Turkmenistan will deliver the products to Afghanistan at its own cost.
