This title is conferred each year in accordance with the Decree of the President of Turkmenistan to the women with eight and more children for their contribution to bringing up the younger generation and in token of profound respect and reverence of the mother as a custodian of the family hearth as the foundation for the health of the Turkmen society.

Among the mother heroines who have received the honorary title this year are housewives, teachers, specialists in the health and cultural spheres and various industries, agricultural workers, including the chief shepherd of a livestock association.

These women receive the badge, certificate and money gifts in the amount of the tenfold baseline rate and enjoy a number of privileges including free tooth replacement, public services and public transport.

Defining the provision of social support for maternity and childhood as a policy priority of the Turkmen state, President of Turkmenistan Gurbanguly Berdimuhamedov emphasizes, “The stronger the family, the wealthier the society”. The Turkmen leader notes that nowadays the family with many children is “a sign of the prosperity of the society and its confidence in the future”. The high social status of the family, the sanctity of the family hearth and the profound respect and love for mothers and children are the humanistic principles that the process of building a democratic, jural and secular state and the fundamental legal principles, including the national laws regulating family relationship, are based on. These conceptions underlie the new Family Code of Turkmenistan that will come into force on April 1, 2012.
