Complex approach to solution of waste recycling issues was worked out in Turkmenistan

The task of recycling of solid household wastes is one of the important aspects of environmental issues. In Turkmenistan, the waste recycling industry is only beginning to develop, while in most of the western countries it have been already found the best ways to solve this problem - namely, the recycling of solid waste for the needs of the country’s economy.

Turkmenistan adopted the Law “On Waste”, which regulates the relations in the field of recycling, aims to reduce wastes and ensure their rational use in economic and other activities with a view of prevention negative impacts on public health and environment.

So, US scientists calculated that thanks to garbage recycling, it is possible receive up to 7 percent of the total amount of iron required for country, 8 percent of aluminum and 19 percent of tin.

Benefits of recycling are becoming increasingly apparent. Firstly, there is no need to expand the areas under waste. Secondly, it is considerably reduced the environmental load on area. Thirdly, it is created new workplaces that to some extent, solves the problem of population employment.

In the legislation of western countries, it is obliged to collect certain types of waste. Thus, in France, it was prohibited the reception of unsorted waste since 2002 for any kind of treatment and disposal, the Netherlands have banned the disposal of organic waste. National plans highlight the indicators of recycling components of wastes.

The fundamental aspect of the problem is the formation of markets of wastes and products from wastes. In France with population of 55 million people, up to 50 thousand workers are employed in recycling. Creation of production and “ecological” infrastructure can be considered as provision of new workplaces and stabilizing social factor.

It is worth mentioning another economic instrument for waste management - the establishment of collateral prices by which it is possible to deliver these or other applied articles. In the West, the collateral price is set, as a rule, on those products, which introduction into the general waste stream is undesirable (e.g. car batteries).

It is noteworthy that the legal and economic instruments will be effective only in coupe with principles of public morality. Often, the involvement of the population is the most effective measure in solution of the problem of waste recycling.

The experience of economically developed countries shows that the solution of waste recycling problem demands complex approach, regulation of simultaneously all mechanisms and stages of waste motion from source through transportation to points of storage, processing or disposal. For solutions of issues on separate collection and disposal of solid waste in the framework of the State Program on support of small and medium enterprises within 2011-2015, it was envisaged to attract private investments.

Successful solution of these issues directly depends on environmental safety and conservation of natural resources for future generations of the Turkmen people.
