Turkmenistan proposes new approaches to protection of marine environment of the Caspian Sea

The system of ecological legislation created in our country aimed at efficient realization of state natural protection policy and rational use of natural resources. Special attention is paid to protection of marine environment of Turkmen sector of the Caspian Sea.

Hazar State Natural Reserve is located there; rich aquatic world of marine bays is protected there for more than 80 years already. Wetlands of this reserve are included to the List of the UN Convention on Wetlands as ornithology territory of world significance.


Monitoring of sea water condition and coastal zone is carried out by the personnel of Caspian Ecological Service “Caspecocontrol”, specialized unit of State Committee of Turkmenistan for Natural Protection and Land Resources, which perform realization of state ecological strategy and legal regulation of the natural protection subjects in the Caspian Sea. Batyr Balliyev, the Head of Department of Natural Protection of State Committee of Turkmenistan for Natural Protection and Land Resources speaks on the work of this service:

- “Caspecocontrol” has started its activity in accordance with requirement of laws of Turkmenistan “On Nature Protection”, “On State Ecological Expertise”, “On Protection of Atmosphere, “ On Wastes” and controls ecological aspects of construction and activity of various industrial facilities of Turkmenistan coast. The Service conducts regular ecological inspections of foreign and domestic companies and enterprises, which are involved in marine cargo transfers, oil and gas production, geophysical and geological explorations as well as energy supply transportation. The sphere of control of the Service includes recreational “pearl” of our country – National tourist zone “Avaza”, where monitoring of sea water, coastline and atmospheric air are conducted on both the territory of Avaza and three- kilometre zone around it.


Results of analyses of monitoring samples of sea water shows recently that concentration of dangerous substances in Turkmen sector of the Caspian Sea is within acceptable standards. Ecologist confirm that chemical composition and parameters of sea water around Avaza are dependent on seasonal and other conditions and generally stable and safe. Specialists of the Service use efficient and modern technologies for ecological analyses, necessary technical and transportation means and modern laboratory equipment.

Work of Interagency Commission of Turkmenistan for the Caspian Sea promotes further advancement of transfer of production activity of leading industry complexes of the country on the Caspian Sea to parameters of ecological security. Ministry of Foreign Affairs of Turkmenistan coordinates the activity of this Commission, State Enterprise for the Caspian Sea under the President of Turkmenistan, National Committee of Hydrometeorology under the Cabinet of Ministers of Turkmenistan, State Committee for Fishery of the country, State Committee of Turkmenistan for Natural protection and Land Resources and other departments are involved in this work. Turkmenistan along with other states of the Caspian Region is included in Coordination Committee for Hydrometeorology and Monitoring of Pollution of the Caspian Sea (CASPCOM).


Turkmenistan proposes new approaches to solution of existing and prevention of possible ecological issues in close cooperation with international specialized organizations. The country ratified the UN Framework Convention for Protection of Marine Environment of the Caspian Sea (Teheran Convention), which came officially in power on August 12, 2006. Together with Caspian Countries, the Protocol for Regional Readiness, Response and Cooperation in case of incidents causing oil pollution and the Protocol for Protection of the Caspian Sea from Pollution from Land-based Sources and Activities were adopted. In 2014, the representatives of Caspian countries adopted the Protocol for Preserve of Biological Diversity to the Framework Convention for Protection of Marine Environment if the Caspian Sea. The Protocol for Environment Impact Assessment in trans boundary context, the work on which is still undergoing, is next in turn.


Multiaspect ecological policy taken by the State aims at expansion of cooperation with Caspian Countries in protection of environment of the Caspian Sea, fulfilment of obligations of Teheran Convention. The countries of the region continue to undertake coordinated measures for fulfilment of obligations for protection and preservation of unique natural environment and biological diversity of the Caspian Sea.
