The Environmental Service “Caspekocontrol” located in Turkmenbashi carries out environmental monitoring on Turkmen sector of the Caspian Sea and coastal strip. In multifaceted activity of the Environmental Service, great significance is attached to the prevention of the atmospheric air pollution.
Tracking of changes of atmosphere over the city is realized by means of stationary observation posts set taking into account “wind roses” in the places of intersection of the air flows, running from the densely populated residential communities and industrial complexes with the zones of their influence. Moreover, in the sanitary protection zones of industrial enterprises, suburban settlements, “Avaza” National Tourist Zone and the administrative center of Turkmenbashi etrap, air sample is taken at the exit roads and analyzed in the laboratories for presence of pollution agents. The received results of measurement of average daily concentration of major pollution agents are the basic indicators of purity of the air. It is naturally that the purity value of the air will be better and insurance time reserve for elimination of harmful hotbeds will be higher in all other places of the city except the pollution sources. Therefore, according to the data of the Environmental Service “Caspekocontrol”, in cases of exceeding of threshold concentrations of harmful agents at the constant air selection points, the concerned and controlling organizations take preventive measures.
Owing to efficient work of the “air laboratory”, which will observe its 40th anniversary this year, extremely high levels of air pollution in the city have been never found.
Accurate interaction of the laboratory of the Environmental Service “Caspekocontrol” with industrial and transport organizations aimed at stable decrease of harmful emissions to the air considerably contributes to it. Effective means of technical and social type are used at the enterprises of the city for attainment of the set goal. The Turkmenbashi Oil Refineries Complex is a vivid evidence of this fact. Modern non-polluting technologies are introduced at high paces into the operating facilities and those under construction of the Turkmenbashi Oil Refineries Complex. Only commissioning of the diesel fuel hydrofining installation, corresponding with the world standards, has allowed considerably decreasing within a year the sulphur emissions and its derivatives. Within the framework of the environmental programs, a multifunctional project of reconstruction of the flare system of the Turkmenbashi Oil Refineries Complex that provided high level of environmental safety for the plants of the complex has been realized at the leader of Turkmenistan’s industry. Also in this aspect, the issues on construction at the oil-refining complex of super-modern systems of industrial sewage and water recycling are being solved. The fuel-oil and petrochemical installations of the Turkmenbashi Oil Refineries Complex are fitted with ecologically pure equipment with reliable filters for by-products recovery and manufacture from them of new kinds of commodity output. The wells put into exploitation for extraction of oil products from ground waters on the territory of the complex, reconstruction of the plants for industrial drainage purification with reclamation of the coastal strip in the industrial zone of the Turkmenbashi Oil Refineries Complex and the Kenar transfer tank farm played a great role in the improvement of the city’s ecology.
In the near future, multifunctional gas analyzers with wide measurement range will be delivered to the service. It is planned to change the existing stationary posts in the resort city with the systems of constant self-monitoring of the atmospheric air and purchase of mobile environmental posts with the trass analyzers of off-line operation. Particular attention is paid to the environmental protection in the “Avaza” National Tourist Zone, where monitoring systems of high technologies will be installed as well. Owing to them, control over the air purity will be realized in real time, including exposure of the sources of harmful emissions, formation of database on pollutions.
