The international oil and gas forum, the programme of which included the Oil and Gas of Turkmenistan-2011 International Exhibition and the International Conference on the Development of the Oil and Gas Industry for 20 Years of Independence and the Prospects of International Cooperation were held, closed in the Turkmen capital.
The economic forum in Ashgabat brought together about 500 participants representing foreign oil and gas and service companies, major international organisations, government institutions, ministries and departments from the United States, Russia, the United Kingdom, Germany, China, France, the UEA, Japan, Malaysia, Indonesia, Kazakhstan, Azerbaijan and other countries of Europe, Asia, the CIS, Turkmen and foreign journalists, diplomats.
The keen interest of the international political and business circles in the forum is evoked by the tremendous energy potential of Turkmenistan that has abundant hydrocarbon reserves. The open-door policy of the leader of the Turkmen state, President Gurbanguly Berdimuhamedov with such an important aspects as promotion of mutually advantageous international cooperation in the strategic sector of the global economy plays a significant role.
The Turkmen leader’s constructive initiatives on global energy security and the specific steps taken to put them in practice, dynamic development of Turkmen fuel and energy sector and Turkmen economy as a whole, the favourable investment climate secured by national laws consistent with international standards and concrete projects – all this is viewed by foreign businessmen as firm political and economic guarantees of the protection of investment made in Turkmen oil and gas sector.
The three-day forum provided high-ranking officials of Turkmen fuel and energy enterprises and their potential partners with an opportunity to discus nearly all issues related to the prospects and strategic fields of collaboration in the basic sector of Turkmen economy.
The key issues on the agenda of the second day of the international conference included particularly diversification of transit of Turkmen energy to world markets. In their reports the conference participants noted that Turkmenistan as a recognized world’s energy producer whose total reserves are currently estimated at 71.21 billion tons of equivalent fuel took continuous measures to create a diversified gas transportation system developing and implementing a number of ambitious projects jointly with foreign partners.
These included the Turkmenistan-China transnational gas pipeline which starts on gas fields on the right bank of the Amu Darya River. There are the necessary prerequisites to increase gas supply via the second branch of the Turkmenistan-Iran gas pipeline and northwards, to the Russian Federation. The projects of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline and the Trans-Caspian gas pipeline are actively promoted.
Turkmenistan’s plans to develop reserves in the Caspian Sea and the Southern Osman-Yoloten field discovered in the east of the country which has the reserves are estimated at 26.2 trillion cubic metres and ranks the second in the world arouse keen interest of foreign oil and gas companies. The ambitious tasks associated with these plans provide for active collaboration between Turkmen fuel and energy sector and foreign in nearly all sectors of the oil and gas industry – seismology, drilling, construction of oil and gas infrastructure facilities, etc.
It is quite natural that the fuel and energy sector is the a foundation that qualitatively new relations between Turkmenistan and the European Union based on the goodwill, openness and mutual respect and economic benefit are built on. It was noted during the forum that the energy demand in European countries was predicted to double by 2030, and this fact stimulates their interest in the Caspian region and particularly in Turkmenistan that is viewed as one of the top gas exporting countries to the European market.
The fact that having intensified efforts to increase hydrocarbon production and export, Turkmenistan takes effective measures to create new oil refining and gas processing enterprises, modernize the petrochemical industry through applying advanced technologies should be mentioned. An illustrative example is the Turkmenbashi complex of oil refineries.
Participants of the exhibition and conference were provided with the latest information on the current state and key lines of development of Turkmen oil and gas industry, identified the spheres of joint efforts and investment and exchange the experience of cooperation.
